Why is Premack's Principle often associated with Grandma's Rule?

Premack's Principle in behavioral psychology says a more probable behavior can be used to reinforce a less probable behavior, compared to  Grandma's Rule which states to a child, "You must first eat vegetables (less probable) then you can have dessert (more probable)".
